This tutorial was made using paint shop pro 9,im going to be using this picture feel free to save it to your computer if you want to follow along,or you can use any other image.
Go to Effects-->Artistic effects-->Aged Newspaper.
A window will pop up,where it says amount to age..choose how old you want it to look,the higher the number the older it will look..click on ok.
