This tutorial was made using paint shop pro 9,im going to be using this picture feel free to save it to your computer if you want to follow along,or you can use any other image.
Go to Adjust-->Hue and saturation-->Colorize
A window will pop up, play around with the numbers..if you change the numbers on hue the color will change,for saturation the more you increase the numbers the brighter it will be,and when you decrease the numbers the duller it will be.
Chose the color u want, i chose an aqua color then click on ok.
