This tutorial was made using Photoshop 8,im going to be using this picture feel free to save it to your computer if you want to follow along,or you can use any other image.
On your color palette look at the foreground color,it's the blue box..and the white box is the background color,choose any color you want on the foreground box
that is going to be the main color of the image,don't worry about the background color,If you want the same blue as the one i chose the color is #005DD0.
Now go to Filter-->Artistic-->Neon Glow
A window will pop up if you want your picture to have the exact same effect have your settings match mine.See that white box click on it and choose any color you want
the color you choose will be the "glow color" i personally prefer white it looks best on an image but any color is fine,then click on ok.
