This tutorial was made using paint shop pro 9,im going to be using this picture feel free to save it to your computer if you want to follow along,or you can use any other image.
Go to Adjust-->Add/remove noise-->Edge preserving smooth
A window will pop up,for amount of smoothing,choose how "painted" you want the image to look,the higher the number the more painted it's going to look..then click on ok.
This part is optional,i want mine to look a bit brighter..so we're going to go to Adjust-->Sharpness-->Sharpen more and your done!
