This tutorial was made using Photoshop 8,im going to be using this picture feel free to save it to your computer if you want to follow along,or you can use any other image.
On your color palette make sure your foreground color is color #FF5555 and your background color is #B7F6FF
Now go to Filter-->Sketch-->Photocopy
A window will pop up if you want your picture to have the exact same effect as mine have your settings match mine,or change the settings to your linking then click on ok.
